A hurricane forecast cone is not a border around travel risk
The U.S. National Hurricane Center’s cone follows the probable path of a storm’s centre. Wind, rain, surge and local warnings need separate checks, including outside the white area.

A white forecast cone can make a complicated storm look like a boundary. A destination falls inside it or outside it, and the screenshot seems to settle the trip. That is not what the U.S. National Hurricane Center’s graphic means.
The cone represents the probable track of a tropical cyclone’s **centre**. It is not the storm’s footprint, and its edge is not a line between danger and safety. Wind, rain, storm surge, tornadoes and rip currents can affect places outside the white area. The centre itself can also move outside the forecast cone.
That distinction is timely in August without depending on a particular active storm. NHC climatology says the first Atlantic hurricane typically forms in early to mid-August, while most Atlantic tropical-cyclone activity occurs from mid-August to mid-October. Those averages do not forecast any one season or trip. They explain why the cone-reading question becomes more visible at this point in the calendar.
NHC builds the cone around forecast positions at intervals out to 120 hours. For each interval, the circle around the forecast point is sized so that two-thirds of historical official forecast errors from a recent five-year sample fall within it. The 2026 cone uses error statistics from 2021 to 2025.
The widening shape therefore describes increasing uncertainty about where the centre may travel farther into the forecast. It does not show a storm physically expanding as time passes. Nor does it say that every point inside the cone will experience the centre.
There is a second subtlety in the standard graphic. NHC can overlay the current tropical-storm-force and hurricane-force wind fields in orange and red around the cyclone’s initial position. Those coloured areas are different from the white track cone. They show the maximum possible extent of specified sustained winds by quadrant at the advisory time, and NHC cautions that not every location in the shading will experience those winds.
A cropped social image can lose that distinction. Reading the white cone alone removes the storm-size information that the fuller product was designed to carry.
NHC publishes a suite of products because track, wind, water and timing are different questions.
The **surface wind speed probability** graphics estimate the chance that sustained winds will meet or exceed particular thresholds at a location during the forecast period. They combine the track, intensity and wind-structure forecasts with historical uncertainty. That is a location question, not simply a centre-line question.
The **arrival-time** graphics address a different clock. The primary “earliest reasonable arrival” product marks the time before which there is no more than a one-in-ten chance that tropical-storm-force winds will have begun. NHC also publishes a “most likely arrival” version. The difference matters because preparations and transport decisions can become difficult before hurricane-force wind arrives.
The **public advisory** brings the latest position, movement, intensity, watches and warnings together with a hazard discussion. That discussion can cover storm surge, wind, rainfall, tornadoes and rip currents. Local National Weather Service offices add statements and impact graphics for the areas they serve.
The hazard mix cannot be inferred from the hurricane category alone. NHC notes that rainfall depends on a storm’s speed and size as well as local geography, rather than being directly tied to cyclone strength. It also says rip currents can occur at large distances from a storm. A route can therefore sit outside the cone and still have a weather question worth checking.
Official watches and warnings are designed around when tropical-storm-force winds may begin, not when the centre is expected to arrive.
The National Weather Service says a hurricane watch generally means hurricane conditions are possible within the specified area and is issued about 48 hours before tropical-storm-force winds are anticipated. A hurricane warning means hurricane conditions are expected somewhere in the specified area and is issued about 36 hours before those winds. Storm-surge watches and warnings use broadly similar 48-hour and 36-hour planning windows.
Those are area-based official products. They carry more immediate meaning for a destination than whether a hotel pin appears on one side of the cone edge. Local evacuation orders and emergency instructions remain separate again, and local authorities issue them for the place actually affected.
The information also moves. NHC normally issues tropical-cyclone advisory packages at least every six hours. When coastal watches or warnings are in effect, public advisories can come every three hours, and special updates may be issued when conditions change significantly. An old screenshot is not a durable travel document.
For a coastal itinerary, the official information can be read in layers. The cone answers where the centre is most likely to track. The wind-probability and arrival-time graphics address whether and when strong winds may reach a location. The public advisory and local products describe the wider hazards and official warning area. Local authorities provide emergency instructions.
Only after those checks come the operational questions for a flight, ferry, road, port, park or accommodation. An operator’s service notice cannot replace a government warning, and a weather cone cannot confirm whether an individual booking is running. They are separate pieces of the same trip.
The NHC products discussed here cover the Atlantic and eastern North Pacific. The Central Pacific Hurricane Center provides the equivalent official service for the central North Pacific. Trips elsewhere require the relevant national weather service and World Meteorological Organization regional centre rather than a borrowed NHC screenshot.
The calm reading is not “outside the cone, all clear” or “inside the cone, the trip is certainly lost”. It is narrower and more useful: the cone tracks the probable centre. Travel risk depends on the storm’s size, hazards, timing, official warnings, local instructions and the current status of the route.
